Dr. An is a world-renowned expert in clean transportation, energy technologies and climate policies. He founded iCET in California and Beijing to create a world-class think tank to promote policy changes for low carbon development and sustainable future. iCET has also formed a partnership with the US Dept. of Commerce to launch the U.S.-China Cleantech Center (UCCTC) to promote clean technology innovation and collaboration between U.S. and China.

Prior to founding iCET, Dr. An served in numerous national and international institutions with various capacities, including US Agency for International Development, US Dept. of Energy’s Lawrence Berkeley National Laboratory and Argonne National Laboratory, and University of California. He also founded several California-based companies to solve energy and transportation problems. In the past decades, He has advised governments in China, US, EU, Mexico, Brazil, India, Thailand and Saudi Arabia on automotive fuel economy and clean energy policies. He also severed as an advisor to Energy Foundation’s China Sustainable Energy Program, Hewlett Foundation’s Latin America Transportation Program, and Asian Development Bank’s China Energy Management Project.

Dr. An has been frequently interviewed by major international and Chinese news media such as New York Times, Washington Post and Xinhua News Agency, and invited as a keynote speaker by many international organizations including the World Bank, United Nations, European Union, International Energy Agency, OPEC, etc. Dr. An received his PhD from the University of Michigan, Ann Arbor.

Shanghai Electric Vehicle Public Data Collecting Monitoring and Research Center Deputy Director

Mr. Ding Xiaohua graduated from Shanghai Jiao Tong University with an MBA Degree and Xi'an Jiao Tong University with a radio technology Bachelor degree. He is a senior engineer and is now working as Deputy Director of Shanghai Electric Vehicle Public Data Collecting Monitoring and Research Center. Mr. Ding is mainly focusing on behavior research of electric vehicle consumers based on big data, comparative research on electric vehicle demonstration and planning research on charging infrastructure of electric vehicles. He is also a key participant of international cooperation projects of China Ministry of Science and Technology and the national 863 Programs.

FU Lu is the China Director of Clean Air Asia, responsible for Clean Air Asia's China program development and management. She joined Clean Air Asia in September, 2012, and is based in Beijing.

Fu Lu holds a doctorate and masters degree in Environmental Law. Prior to joining Clean Air Asia, Dr. FU worked with the United Nations Environmental Program and leading environmental consulting firms in China and Thailand, and specialized in international and China environmental policy and law analysis.

Huan Liu is an associate professor in Tsinghua University. Her research interest is mobile source emission control and impacts. She got Bachelor and Ph.D. degree in Tsinghua University in 2004 and 2009, and she served as postdoctoral in CE-CERT, University of California, Riverside and researcher in ISSRC (International Sustainable System Research Center). Dr. Liu Chaired several national projects, including National Nature Science Funds project, 973 project and etc. She has published more than 40 papers which has been cited 800+ times, in many high level journals, such as Nature Climate Change, Environ. Sci. Technol. and Atmos. Chem. Phys. The H-index is 18. She has wrote 7 books or book chapters in Chinese or English. She also holds 11 patents, 6 software copyrights. Meanwhile, she was awarded the "Beijing Nova", "National outstanding young talents of ocean study", "First Prize for Science and Technology Progress Award of Ministry of Education", "Second Prize for Science and Technology Progress Award of Ministry of Environmental Protection", "Excellent Environmental Science and Technology Worker of China Environmental Association", and "Science and Technology Award for Chinese Youth of China Environmental Association".

Ying LIU is the Director of Energy & Environment Center of Beijing Transport Institute. In recent years, her team has contributed to research and system construction in the fields of strategic planning in transportation energy-saving and emission-reduction, statistics and monitoring of transport energy consumption, monitoring and assessment of moving source consumption, synergy of number and intelligence in new-energy vehicles, sustainable development of logistic transport, research and promotion of eco-driving, green development of transport infrastructure, calculation and application of transport energy, etc. The transport energy-saving and emission-reduction intelligent monitoring technology won the the First Prize of Science and Technology Award by China Intelligent Transportation System Association in 2015. Based on such technology, her research team has established "Beijing Transportation Energy-Saving and Emission-Reduction Statistical and Monitoring Platform", which plays an important role in government decision-making, industry regulation and scientific research and so on.

博士，教授级高级工程师，中汽中心首席专家、中汽政研副主任。中国汽车技术研究中心首席专家、中国汽车战略与政策研究中心副主任刘斌博士曾直接参与新能源汽车产业发展规划、补贴政策、免征车辆购置税、汽车促消费等政策研究工作。

Haode LIU is vice director of China Urban Sustainable Transportation Research Center, China Academy of Transportation Sciences. Majored in traffic information Engineering and Control, he got his PH.D degree from School of Transportation Engineering, Tongji Uniersity and finished his postdoctoral research work at School of Civil Engineering, Tongji Uniersity.

Liu is interested in sustainable transportation research, including public transportation policy, planning theory and technology, advanced public transportation System, intelligent transportation System, and application research of new energy vehicles etc.

He has hosted and participated in more than 20 projects, including 7 national level projects and 4 international cooperation projects, and many achievements have been adopted in national and local public transportation management. He has participated in 7 national or transportation industry standards and specifications, publishing more than 30 papers and 9 books, earning 2 patents and 8 software copyright. His research was awarded 4 times by China Highway and Transportation Society and Shanghai, Chongqing government. As a member of China Highway and Transportation Society, he was awarded as "National Highway Outstanding Science and Technology Worker" in 2016.

Deputy Chief Engineer, Vehicle Emission Control Center, Ministry of Ecology and Environment

Over the years, his primary duties for VECC and CRAES have been aboard motor vehicle emission prevention and control. Dr. Yin is responsible for policy research on vehicle emission control, emission inventory development, automobile fuel, etc. Dr. Yin leads the Policy and Regulatory Department in the policy areas of fuel qualitymanagement,air quality management, vehicle emission control policy and planning.

Dr. Hewu Wang, Associate Professor of Department of Automotive Engineering, Tsinghua University, Deputy Director of Clean Vehicle Consortium of US-China Clean Energy Research Center, Deputy Secretary General of China EV 100 and Deputy Director of THU China Automotive Energy Research Center. Research fields focus on Vehicle energy system analysis; including the vehicle population and energy demands forecast, fuel life cycle analysis, vehicle powertrain technology roadmap, and vehicle and energy development strategy/policy.
