Zhihuan FU graduated from Moscow Railway Institute with a bachelor's degree in 1961, and was elected as a member of the Chinese Academy of Engineering in 2001. He is an expert in railroad transportation management and railroad rolling stock. Former Minister of Railways, member of the Standing Committee of the 10th National People's Congress and Chairman of the Finance and Economy Committee of the National People's Congress.


He participated in and presided over the development of Shaoshan 1-4 electric locomotives and the first electric locomotive set in China, presided over the development of Shaoshan 2 electric locomotives, which won the prize of the National Science Congress in 1978; presided over the preparation of Shaoshan 4 electric locomotive general parameters and technical conditions; proposed new ideas for the development of electric locomotives in China and the transformation of traction power from DC transmission to AC transmission. The goal of "ten years to change generation".
